I do an ERD design on paper.
Then I create the tables in HeidiSQL with 1-many, many-to-many relationships etc. Then I put in the PK's and FK's.

Often when doing so I can't save becasue I put the keys in in the wrong order.

What is the rule set order for implementing PK's and FK's in the tables.
