Getting SQL Error (2003) in statement #0

I am getting the following error for a remote connection on my database:
SQL Error (2003) in statement #0: Can't connect to MySQL server on '46.105.188.1' (10060)

I have downloaded Navicat Premium trial and i can connect to my database in TCP mode.

Has someone seen this problem ?

Should not be a problem if you can connect with another client. The error also looks more like a general problem with your IP, or probably with your Windows firewall.
