version 9.3 ui does not show up

I installed the 9.3 64bit version. at the end of the install the UI did not show up instead i see the Icon on the bar. I tried to bring it up but was not able. I removed it and try to install the latest build. But this one does not install at all. again I see it as an icon on the bar. I am using win 7 enterprise 64bit.

The UI for Heidi is almost certainly assigned to a secondary display. This can exist virtually, even if such a display is not physically attached.
