SQL Error (1577): Cannot proceed because system tables used by Event Scheduler were found damaged at server start

And guessed it was probably because character encryption was different on heidisql (latin_swedish I believe) to Aptana (UTF-8). I ended up deleting my database to try and start again and eventually I changed heidisql to UTF-8 on default collection and remade the table http://i.imgur.com/5LH1V2O.png. I also changed both the bottom two settings on bulk text editor to utf-8 but it's gone back to big5chinese and big5 traditional chinese, idk if that's also gonna cause problems. Now my main problem is every time I change my code I get the following error http://pastebin.com/G4EMUm9J . I tried to run maintenance extended repair but then I get http://i.imgur.com/bUNWmwx.png error. I have no idea how to fix this please help. My heidisql version is 9.3. my wampserver is 2.5, mysql is 5.6.17
