how to convert collation types safely and do I need to convert everything to the exact same type?

some of the things in mysql are in latin1, some are in utf8-bin, I am using utf8-general for everything else, how do I convert safely? (last time I started changing this stuff it ended up not working entirely and I ended up deinstalling everything and starting again).
