PLINK : connection refused

I am my PC as server with DSL Dynamic IP, so I use No-IP to get my static address but for a while i use dynamic ip to test.

I was setting my modem to forwarding mysql port (3306) and ssh port(22), and status OPEN checked from http://www.yougetsignal.com/tools/open-ports/

But when i tried to connect it appear error

PLINK : Fatal Error : Network Error : Connection refused and then next error (attached)

Here my setting in HEIDISQL;

Setting:
Network type : mysql ssh tunnel
host : localhost
user : (admssh)
pass : (******)
port : 3306

SSH Tunnel:
plink loc : ( my plink.exe )
sshhost + port : 125.165.30.188 / 22
username : mysshname
pass : ******
localport : 3307

I just wondering why my plink get me this error, please help me and thanks for advice.
