Simplest way to copy users/permissions to other host

I now need to have some of the first host's users replicated on the testing host. Is there any way to do so safely and easily? Would it be a cool feature to add in the future, to be able to "export as sql" also users between hosts, as esy as it is for dbs, tables and data? Thx Marco
