Hello
My windows has crashed, and I have had to install again.
I'm not able to use the Export/Import settings option.

Where is the HeidiSQL configuration file stored?

I mean, the file that contains all the connections of the Session Manager.

unless you used the portable version, or did a manual export of settings, there is no file. the values are stored in the registry; ie, they are now lost after the reinstall.
