Help restoring a database (long)

I have an on-line store (oscommerce) with a rather large database. (9 mb)

The database was deleted and the only back-up I have is on my hard drive saved as database.sql

I host my site with ipowerweb which is a dedicated server.

To administrate the database they use phpMyAdmin 2.6.4-pl3 mysql 4.1.14 running on local host:3306

I cannot import my database, directly from my hard drive and support tells me the file is too large.

I was advised that I could use HeidiSQL.

What exactly do you mean with 'hangs up' ?

If they advised that, they should also be able to advise you how to connect, no? I think you're asking help in the wrong place.
For starters, they have to open the firewall, mysql or both, for access from your ip. Because if they have any sense of security, it will be closed.
