Out of interest... (Save Clipboard Settings)

In the "Export Gridrows" dialog there is a button at lower left says "Save Clipbaord Settings". What exactly is being saved, and where? The dialog options are saved anyway, so it's not them (and they don't necessarily have any relevance to the clipboard anyway) … just curious...

Yes, that's a quite esoteric and unintuitive feature. That "Save clipboard settings" button saves an extra set of the current settings in the export dialog, and uses these settings later, when you click the "Copy selected rows" in a grid context menu:
