heidisql32.r5962.exe crashes when an install is attempted

I should mention that I can successfully run HeidiSQL_10.2.0.5599_Setup.exe on Windows XP sp3

heidisql32.r5918.exe (i.e. 10.3.0.5918) also does not install on XP sp3

Yes, the InnoSetup installer v6 no longer supports XP. I'd say try out the 10.2 release.

Or use the current portable release. You can even delete the portable.lock file from it to make it non-portable.

And do not just run a heidisql.exe without required libraries.
