How can I toggle uppercase words to lowercase with keyboard shortcut?

On the contrary, is that possible to convert lowercase words to uppercase? I can't find any solution of that.

Yes, that's one of the features in the underlying SynEdit component. By default, these have shortcuts Ctrl+L and Ctrl+U. These can also be customized, in Tools > Preferences > Shortcuts > SQL editing (very last ones in the long list):
