Heidisql can't find server when moving ip addresses

So I'm getting an error when I move my database pc over to a new ip. I know the phpmyadmin side and apache side are working properly since it's tied to a domain name. People are able to access via phpmyadmin but can't connect via heidisql directly. I saw something with the flush privileges. I found that under tools but it still says can't connect 10061. I would like to get this figured out not only for this time but also in the future. I would appreciate any help I can get.

If you moved to another IP, I suppose you already told HeidiSQL to use that new one, not the old one? Or did you anyway connect to the bound host name?

@ansgar:the host I've typed in is the domain name I have set up. I've created a new session that had the new ip and it still won't connect. Is there another spot the host ip is hidden?

Probably the combination of the port 3306 and the new IP is closed on a firewall - or not yet opened.

Nope the ip has a rule for 3306 and the xampp side works perfectly. It just doesn't connect the database to a site or application depending on what it is used for.
