SQL Error 1227, 1044

Hey, i just started HeidiSQL to create a table for my Server Database. When i want to create a new Database its says "SQL Error (1044): Access denied for user '...'@'%' to database 'das'.Iv googled this error and I found out u need to manage the user rights but when i click "manage access data and rights" it says following: "SQL Error (1227): Access denied; you need (at least one of) the RELOAD priviliges for this operation.
