Looking for a designer for my website and looking for ways to do it cheaper, what are the options?

Cheapskates will only ever receive the trash they paid for. So either pay up or learn HTML and CSS and do it yourself. From years of experience with people like you I can say that it is literally always the same: no idea, no patience, no cash. Your problems already started by asking such a question HERE, in a forum that primarily has nothing do do with your question in the first place and probably ends with a situation where you will most likely not pay up as you feel to have not gotten what you wanted.

TL;DR: if you want it cheap do it yourself.
