export database/tabls to sql file get a err file

Double-clicking to open the file reveals a document filled with unreadable characters
vscode also cannot recognize it.

Man, you selected "Zip compressed" output, but named the file "...sql" - that's wrong. Use the "Single file" output, or just extract your actual sql file from the zip file before opening it.
