[BUG] Missing horizontal split (TSplitter)

Hi, I discovered (hopefully) a minor GUI mistake:

On the Stored procedure edit view there is no splitter (or does not works) between the SP-definition panel and the body code.

On other views (I checked only Table view) it works, so I think it would be useful (yes it would) if we get one here also.

Confirmed. I should add it there, as it makes sense to resize the tab sheets for parameters and for create code.
