simple crm web frontend

For our faculty at uni we have to develop a simple CRM application for the handling of alumni and newsletters.

The database has to run on a mac. The frontend has to be accessed by the professors through the web.

Basic functionality: Contact database Ability to add contacts to different categories (Alumni, City officials, Local practice, etc.) Track changes and who made them Integrate with mail/outlook to send newsletters Integrate with word to print addresses

could I develop such a web-frontend with HeidiSQL? Would it allow to integrate with Mail/Outlook?
