Open a file look as Chinese Characters

After last upgrade I did it newly, now when I Open a file it looks as Chinese Characters. Kindly check the image attached.

Watch out for the "Encoding" dropdown box in the file-open-dialog. Which one did you select? In most cases it should be "UTF-8".
