how to fix this?

With no other details I'm assuming this is less HeidiSQL problem and more MySQL configuration issue. Is the remote connection working in other MySQL clients? If you haven't tried that, my first suggestion is to check ALL the necessary steps for allowing remote MySQL connections, there are plenty tutorials and check-list on the internet.

I've just noticed you're login in as root. Root remote connection is disabled by default (for a good reason). So if the server is or will be publicly available, I'd suggest to use a custom user instead, with lowest GRANT as possible.
