Executable doesn't automatically elevate permissions

I noticed this today when I was installing HeidiSQL. It doesn't automatically attempt to elevate permissions, meaning I didn't get a UAC prompt to log in to an admin account, meaning the install failed. I had to right click and run as administrator to install it.

I saw that on some machine as well, but I can't really say what's the cause of this missing elevation. On other machines I get the elevation dialog.
